2027 brings a rate methodology change
The 0.8% combined rate is guaranteed only through 2026. Starting in 2027, Delaware's DOL will set rates annually based on actuarial principles, capped by statute at 1%. If the actuarially indicated rate would exceed that cap, the state is authorized to reduce the wage-replacement percentage below 80% instead of raising the rate further.
